The update on the situation of the Thai invasion of Cambodian territory in the 4th and 5th Military Regions on December 12, 2025:

The Thai side has continuously violated the ceasefire and the “Joint Declaration signed by the Prime Minister of the Kingdom of Cambodia and the Kingdom of Thailand” on October 26, 2025, by continuing to carry out armed aggression against Cambodia’s territorial integrity up until this morning, on December 12, 2025.

Now, I would like to update on the situation of Thai aggression and attacks on certain areas within the sovereign territory of Cambodia:

The Ministry of National Defence demands that Thailand immediately cease their indiscriminate armed attack and the use of fighter jets into Cambodian territory. These actions constitute a grave violation of Cambodian sovereignty, territorial integrity, and the international law. Furthermore, the indiscriminate and disproportionate shelling and bombing are endangering the lives and safety of innocent Cambodian civilians and destroying property, civilian infrastructure, and ancient temples sacred to humankind, such as schools, hospitals, pagodas, houses, markets, Preah Vihear Temple, Ta Krabei Temple, and countless public sites.

The Thai armed aggression has caused serious damage. According to the official report from the provincial authorities, as of December 12, 2025, at 13:00 p.m. the toll includes 11 civilian fatalities (including one infant) and 59 civilian injuries.

The Thai army must show their sincerity and goodwill if Thailand truly desires real peace, because peace cannot come only through words, but only through concrete actions. The Thai army can start by immediately ceasing all illegal activities as mentioned above.

In this regard, Cambodia calls on Thailand to turn to honour the Ceasefire Agreement and the Joint Declaration between Cambodia-Thailand, signed on October 26, 2025, with the auspicious witnesses of the U.S. President Donald J. Trump and Malaysian Prime Minister, H.E. Anwar Ibrahim, in his capacity as the ASEAN rotating Chair.

In this sense, Cambodia calls on the international community to strongly condemn Thailand’s violations of the Joint Declaration and its repeated war crimes and unlawful activities, as well as demands that Thailand take full responsibility for such brazen violations. Cambodia urges that Thailand immediately stop all hostile activities and withdraw its forces from Cambodia’s territorial integrity, and avoid acts of incursion and aggression that threaten peace and stability in the region.

Cambodia is firmly committed to respecting and implementing the terms of the Ceasefire Agreement, the Joint Declaration between Cambodia and Thailand, as well as all agreements previously reached by both parties with the highest sense of responsibility and in good faith. Rather than resorting to acts of aggression or the use of force, Cambodia has been firmly adhering to resolving the disputes through peaceful means in accordance with international law, the existing treaties, conventions and agreements, so as to seek solution that is just, fair, long-lasting, and in compliance with international law.

The Ministry of National Defence of Cambodia reiterates that “Cambodia’s rights to self-defence is solely targeted at the Thai military targets and has never targeted at civilian areas”. We firmly emphasize that Cambodia has been consistently and strictly upholding all obligations under the international law, especially international humanitarian law.

It is also important to stress that the heroic Cambodian forces will continue to stand strong, brave, and steadfast in their ongoing fight against the aggressors and always remain vigilant in fulfilling their duties and roles to protect the territorial integrity of Cambodia. We also reaffirm our sovereign rights to self-defence as enshrined in the international law so as to protect at all costs the territorial integrity and our people. Cambodia will not succumb to coercion or intimidation in any form whatsoever.   We launch appeal to all citizens to continue to place their full confidence in the Royal Government of Cambodia and to further encourage our brave and heroic soldiers who are fiercely fighting on all battlefields.   The Royal Government, the armed forces, and the people of Cambodia, at this most critical moment, have remained united as one in defending our territorial integrity, national dignity and sovereignty with courage and highly unwavering determination..
